I have a brand new build and, the motherboard will not even post, the ROG emblem and the start button on the mobo just flash, and it will not turn on. I have tried reseating everything, and I have tested the powersupply with a CaseBuy power supply tester. Only the essentials are hooked up to the motherboard, but I can't help but think that there is something missing. I have tried everything I can think of.

QX 9770 CPU
4Gb (2x 2Gb) Mushkin 12800 DDR3 RAM
EVGA 280 GTX Hydro
1000w Ultra PSU

I just don't know what else I can do, any help would be very much appreciated.

Try each stick of memory individually.  I had an issue with a bad stick hang a board on POST once.

I tried that, also when I say will not POST I don't mean that it won't get through post I mean that it will not even turn on, the mobo just flashes and wil not respond to the onboard power button.

Possible short on the motherboard standoffs? Try booting outside of a case if you haven't done so already.

I tried taht still a no go, when a watercooled PC has a hardware problem it can be such a pain.

What do you hooked to the cpufan header? I have seen some motherboards that would not boot if nothing was hooked up to that header.
