knight rider led circuit

Got this circuit off the net, works fine on a 9volt pp3 batt, and off 5volts on puter, but put it on 12volts and only one led lights up? any idea why?:???:  
Another idea, this circuit could be modded to produce a chasing effect, just get rid of the 8 diodes and connect 10 leds to the outputs, the diodes are only there to stop shorts across the chip outputs when its cycling through, another idea :o  remove the leds and resistors and replace them with ultrabright 5volt blue leds 8) I need to go lay down now cos my brain hurts.
