New mobo, ODI platiniX 4X, should i overclock?

I found this real cheapo mobo on **** a few days ago for my P4 socket 423 1.3ghz
I really wanted to overclock and with my old intel mobo, everything is locked.
So i got this thing, platiniX 4x from ODI, some hong kong company, looked for reviews, but couldn't find anything (.. in english..)  The FSB maxs out at 100mhz (rimm quad pumped) but the multiplier goes up to 20x.  Is it safe?  i got a water cooling rig and my temps are quite low.  Thing is, i've don't overclock my other computers though the multiplier, but the FSB, but since i can't do it on this mobo, i'm forced with the multiplayer...  Was this a dumb buy or could i do some overclocking afterall?

intel chips are multiplyer locked, so id say your screwed.
