HP Pavillion DV2000 no POST

So I'm (trying) to work on my friends HP DV2000 laptop.  First I had to re-solder the power cord together to see the problem he's having.  It was arcing at me first tried it, which is how I learned the cable needed work.

Now I have it powering up, but no POST, no beeps, a drive does spin up, but I'm not sure if it's hd or cd.  I think it's boned.  I've tried removing the battery, the cmos battery, all the ram, and the hd.  No effect.  Any input?

Pics of the power adapter?

5:1 odds that the laptop is toast due to some electrical problem.  How did it manage electrical arcs?  I've never seen a PC have any problem like that.

Ive worked on two dv2k laptops.  They ALL have power issues, which tend to cook the bastard.

I wouldnt waste my time with that POS, its not really worth much anyways.  Tell the owner to try and NOT buy the absolutely cheapest and biggest laptop they can find, and it will last them much longer.

Cheap laptops like this arent supposed to last more than 8-16mo's imo.
