I'm still not sure what this does, their website is terribly uninformative. Is it some kind of website picture browser or something?

I think Microsoft had been planning this sort of thing. PicLens beat them to it, and it's free. Basically, it's an interactive version of Google Images (or YouTube, whichever you search). It's a browser extension that adds eye-candy to your web surfing.
