Ok, what is this thing, it has been on ,my shelf for ages! It has a S-Video in plug, 'PALIN' and 'JOY2' on the back and 'DIGIT' on the frount. what is it, and can it bu useful for anything?

maybe its for foreign tv sets that dont have brightness, contrast color control, or for changing one tv broadcast format to the other?

it looks like a TV part or addition. hmmmm its odd, never seen anything like that.

What I got is the chip with "SDL 145" on it, besides manufactured by Philips, is described a "A popular Delay Line"

For me it looks like something to give control over an input video signal

EDIT: Ok, after some searching I found out that "thing" is called a video enhancer which is used to sharpen video quality when coming from satalitte (sp?), aerial TV or in the old days used for video copying to regain the lost quality.

It is a satalite accessory. Their worthless. Throw it away unless you still live in 1998.

Well...
That PAL may tell us that it's just a "Gamma Corrector", that's all I can think of.

See, NTSC doesn't have automatic Gamma Correction, PAL does.

That's what I think it does.

For one thing its obviously for video, looks like something from around 93-95 as a satellite and cable tv receiver.  For one thing as we Latin scholars know is that "satellite ET television" means Satellite and Television.
