I would use an Antec PSU- very high quality

For the CPU cooler, there are many options. Zalman and Thermalright are good, but there are others.

For your VGA cooler, get a Copper 1U cooler and mod it. It is A LOT better than any of those tiny orbs.

I like anything from thermalright SLK-800U works very well for me and it will fit a p4.

i also suggest a 1u cooler Link  This is where i buy my heatsinks

As for power, depending on how much you want to spend, $$$ SeaSonic (very powerful, very queit, active pfc) $$ SuperFlower (still quiet, pasive pfc) $ Forton (Some are quiet, pasive pfc)

First off.. what's your budget?
Next, are you going for a silent rig or performance?

I'll answer your questions in the same order you posted:

1. I'm personally a big fan of Thermalright products.  I've used them since their earlier products, such as the AX-7 (which I still use btw).  For performance cooling, I would use Bit-Tech's recommendation: Thermalright’s SP-94 + Enermax UC-9FAB-B variable speed 92mm fan.  They say it's "arguably the best P4 heatsink currently available on the market."  For a silent setup, I would get the Zalman CNPS7000A-Cu.

2. Arctic Cooling VGA Silencer Revision 3 (link here: http://svc.com/svcompucycle/vga-rev3.html

3. Antec or Enermax is usually what I would go for.

EDIT:
sorry.. apparently that VGA cooler doesn't fit the FX boards.

id got a thermalright heatsink, they are awesome, also ive always wanted to get a p4 cooler out of a hewlett packard desktop system and mod that for a vga cooler. as for psu's anything big and quite, i got a 550w with raid psu for 99bucks australian of that four letter site, unfortunatley the four letter site cancelled that sellers site so they are out of business now.

Explain something to me.  How in the world to you buy a "550W with raid PSU?"  RAIDs are built with hard drives and special HDD controllers.  The only thing the PSU has to do is provide power to the disks, and that's what it does in the first place.

I think he's talking about the name of the company.

For performance get the Thermalright SP-97 with a 92mm Vantec Tornado.

As for a VGA cooler definetly get a Copper 1U heatsink. No VGA cooler out there will match it.

For a power supply, just get any name brand one like Antec, Enermax, Thermaltake, etc.
