i was just thinking about how to make AC (easily) at a lower voltage than 120V from the wall outlet, and i just thought if you could generate a 60 HZ tone through your computer, and connect an amplifier to the output, then wouldn't the 60 hz sine be made into an AC current, voltage varied through the volume control? or am i wrong because they might have different types of waves (square, sine)

While you could do it the way you suggested, you won't get any kind of useful current, not to mention that it's far too complicated.  Just get a step down transformer from any electronics place (Radioshack should be your last resort) that has the specs you need.
