The only problem i foresee is if the user stops moving if using a motion sensor the monitor will just shut off. :/

What about wiring the sensor to a threshold, and a relay?  Say, when the sensor shows heat >= x then the relay is on (and hence the monitor).  Would that work, or is it impossible to hook up a motion sensor in a threshold-type setting?

You have to use a proximity sensor. Unless you never sit still :P. Wire it to a 220/110V relay and voila. i did it with something last year... yea i did. For a light. It worked well.

In the long trough type urinal, place a square 9v battery so that one terminal is submesed in the 'liquid' near the drain. If possible, cover with urinal cookies (the disifectant blocks)... then when the user, uses the urinal. the second contact is covered by 'liquid' and the 9v starts to flow...

i dont understand, what is the use of that??

see, i find one large problem with this: the same reason i dont use screensavers-- watching things on the computer... across the room in my bed... not in front of the monitor... so, um, yeah, i just remember to push the power button every time i leave to go somewhere...
