I am planning a mod on my front bezel for my thermaltake xaser 2 case. it has an antec case style "radiator" on the front and I am looking to put a bunch of blue led's in it. the Led's are 3.6 volt and I am thinking of making them run a chase pattern around the bezel. could this be done using a 555 timer IC? or would I have to use a series of capacitors in series to get what I want? any input would be appretiated

You just need one timer, some AND gates, and as many 4017 decade counters as you want.  Check it out here.  If you want to cascade counters, you can get 9 outputs from the first counter and eight from each successive counter.
