Panasonic has developed a graphite sheet with a structure that is close to that of a single crystal (eg: diamond).  The thermal conductivity is between 600 and 800 W/(mK).

Not a whole diamond, just enough for a heat spreader at the base of the heatsink, which as it's manufactured in mass production, shouldn't cost much when it is released.  Also diamond has a thermal conductivity of 1000 - 200o W/(mk)

get some "arctic diamond 3" thermal paste and put it on the die. you then take synthetic diamond about 3/4in in diameter with a large flat top and put that on the die. the bottom of the diamond would be embeded into a water block so the water flows over it. look at this

pretty dumb, huh?

I reckon that water cooling bl0ock with the upside diamond would probably work, but something that looks like that would be a natural diamond, not a synthetic one which would be made into a base plate so for the price it would cost you could probably invent an Athlon XP 10000000+ or something
