What is the best CPU cooler?

I have been checking out CPU coolers because I have an AMN 1800+ with the standard heatsink and fan. Right now it is running at idle at about 106F/41C. To me that just seems kinda high for an idle temp. Any suggestions on the best (and quietest) CPU cooler is?
I know that people like the Dragon Orb 3 but I really don't want the noise of the 7000RPM one.

Get yourself a huge Alpha with a 12db papst on it, it would be hard to find a more quiet HSF.  

.. but that is if you can afford 50$

For me, a good HSF is one that uses 80mm fans.  Then you can change the fan into any quieter ones like panaflos.  if not, then use a 80mm to 60mm fan adapter then use the 80mm fans.  At least you'll have an excuse to use an Ice Hole lighted fan adapter, if you want some lighting on your HSF.  I'm using a Volcano 7 right now, I plan to put a panaflos on it but I'm still taking advantage of the smart fan it came with it.  If a smart panaflo comes up, then that would be a quiet smart fan for me.
