In cydia, search for "weathericon".  That will give you some extra options in the settings menu where you can configure it all.  To show the temp AND icon on the bar, you will need to also download a weather icon pack...

I suppose I could fire up a screencapture program, but I am lazy, and it only looks bad at normal computer screen resolution (72ppi), but on the Droid's 240ppi it looks good.
